Why Does a Car Speedometer Show a Higher Speed?
A car usually estimates speed using information linked to wheel rotation. The system is calibrated using factors such as the tyre’s expected size and rolling circumference.
However, real-world conditions are never perfectly constant. Tyre pressure, tyre wear, replacement tyre size, vehicle load and manufacturing tolerances can slightly change how far the vehicle travels with each wheel rotation.
Manufacturers therefore generally leave a small safety margin in the displayed reading. This helps reduce the chance of the dashboard showing a speed lower than the vehicle’s actual speed.
That is why your car may display 100 km/h even though its actual road speed is closer to 95 or 97 km/h.
What Does the Speedometer Regulation Say?
UN Regulation No. 39 covers the approval and testing of vehicle speedometer equipment.
Under the regulation, the speed displayed by the vehicle must not be lower than its true speed. It also provides the following permitted relationship:
0 ≤ displayed speed − true speed ≤ 10% of true speed + 4 km/h
For example, when a vehicle’s true speed is 100 km/h, the regulation’s upper limit could permit a reading as high as 114 km/h under the prescribed approval test.
This does not mean every car will show a 14 km/h difference. Most vehicles normally have a much smaller variation. The formula defines an approval limit, not a target that manufacturers must use.

The difference exists because vehicle speedometers are designed with a conservative margin and, under UN Regulation No. 39, the indicated speed must not be below the true speed during the specified approval test.
